I can sort of understand why the reviewer misinterpreted it as a free dump site but not really. First of all, the access is a bit tough and yes it is a 12' high bridge you need to pass beneath. Once you do that it is very clearly signed that every parking space requires a fee.
The dumpsite is part of the paid campground area. It's not even clear if you can use it for free if you are a paid campground guest. The signboard says the dump fee is $7. Could you possibly dump without paying? I suppose so but that would be dishonest.
If all you need is to dump, I'd recommend the much nicer Hood River Wastewater site which really is free, much easier to access and cleaner.

This is a very nice multi use park to visit. This review is regarding the RV dump site.
NOT BIG FRIENDLY!
12 foot height restriction passing under the RR tracks. Tight turns in the park with the possibility of low tree branches. Vehicles under 12 feet height and shorter lengths can navigate easily.
At the time of our visit, 4/15/2022, RV dump site is still winterized and not available. Non potable water turned off and sewer drain locked. No potable water at the RV dump site. As of this date $7 fee to use dump site.
Mark would use this facility again
