We stayed 2 nights in July. We enjoyed being in the heart of downtown Duluth. The DECC parking lot is within a short walk to the tourist attractions including abundant restaurants, shops, parks, trails, museums and the working waterfront. Arrival and parking went smoothly. Sites are relatively level. The RV pedastal at our spot was in good condition and had 50/30/20 amp service.The lot attendants were friendly. We were the only RV on site for most of our stay.
Unfortunately several things about the experience were disappointing. My review may have been be more positive if the cost was less, or free. But, know what to expect:
Spots were not clearly marked. There was some confusion and misdirection about where to park from the lot attendant. It was not obvious where we were supposed to position our trailer. A day in to our stay we were told to move our vehicle out of a neighboring spot even though we were on only RV at the site. Not the best customer service for a paid site.
Do not leave anything in site outside of your RV and do not leave anything unlocked. Duluth has a high rate of property crime. This parking lot is physically open to anyone walking around downtown and there's a public walking trail within a few feet of the RV parking area. Most people were very friendly of course, but during our stay we observed several individuals on foot scoping out our site. There doesn't appear to be any security staff patrolling the DECC property. Again, this wouldn't be unusual or unexpected while staying at a free site like a Walmart, but it was unfortunate for a $65/night site.

“Conveniently located parking lot with electric”

This is a first-come, first-served parking lot with a few areas with electrical hook-ups, ranging between 15A, 30A, & 50A. The DECC welcomes overnight RV parking or RV parking for the day (differing rates). We stayed for Grandma's Marathon Weekend, arriving on Wednesday to a nearly empty lot which filled to the brim by Thursday afternoon, but emptied completely by the time we left on a Monday. I suspect this is a pretty available area to RV overnight when there is not a major Duluth event going on.
We entered through the Railroad Street entrance and were directed by the person at the parking pay station to pull up to Entrance E to the arena which was conveniently marked with a large RV PARKING banner (this may have been for the event - unsure). We were able to choose what spot we wanted and the electric outlet we wanted to use. Then we parked, plugged in, and enjoyed the amazing walking access to the city of Duluth (and the marathon events!)
This is a parking lot that backs up to a road and and overpass, so it's not quiet. But it also was not ridiculously loud. We slept fine, waking to traffic as it picked up for the day. There is also a passenger train station across the street from the DECC, so you hear those horns on occasion - as well as the horns of the large ships greeting the lift bridge about 3/4 of a mile away.
It isn't cheap to park here - $65 for electric hook-ups, and $50 for overnight parking without electric. There is no posted stay limit. There are no water or sewer hook-ups, although there is a water fill station on the north side of AMSOIL Arena (bring at least 50' of hose to fill here!) There is no dump station (Indian Point Campground or Zenith Auto Glass both offer a dump station - not too far).
We used Starlink here with very clear views of the sky, but also had great Verizon.
This location is great. You can walk, bike, or scooter (rental scooters dot the city of Duluth) to Bayfront Park, The Lake Avenue district, the Duluth Lift Bridge and Maritime Visitor Center, etc.
