Brush Creek Park was easy to find, just west of Tulsa. It’s an Army Corps of Engineers park. We just found our spot from our reservation and backed in. The camp host came up to us in a golf cart and checked us in. He gave us the siren/horn information for the dam. He explained what the different horn sounds meant and not to be alarmed when we hear them. They were rather loud and didn’t stop during the night so we were woken up many times during our stay.
There is a mile long athletic trail just to the southeast of the campground which was great for my athletic teens to use.
The sites are plenty long and relatively flat. We had plenty of space for our fifth wheel and truck. Water was located farther back so we had to back up in order for the hose to reach.
We had electric and water at our site and used the dump station on the way out.
Starlink speeds were 25 down/15 up. We had 2 bars on the Verizon phones (22/1.6) and 5 bars with the cell antenna (30/14). AT&T was 5 bars with the cell antenna (24/18).

I got lucky and found this the night before. I was looking for a convenient place to stop near Tulsa overnight from a trip on the turnpike from Colorado to Arkansas. It was a super overnight stop. It had full hook ups but we did not need them. We did, however, use the 50 amp electricity because of 100° weather. Our site was partial shade. We were quite comfortable. AT&T is strong enough to stream Netflix. I agree with another of your reviewers who said this campground is so close to Tulsa that It would be a good base for sightseeing and exploration of Tulsa. After reading that, I’ll be back someday to see Tulsa.

The park had no electric service due to the power outage, but no mention was made on recreation.gov where the reservation had to be made. Temps were cool enough that we were able to sleep well. Dam(n) siren went off VERY LOUDLY at 1145 at night and about scared us to death. Good for a pass through. Lots of space between sites. All or most are back in.

We stayed in site 9. We had full hookup. AT&T cell was 5g full bars for us. It was nice and quiet. Well maintained with a very nice paved walking fitness trail behind us. Right on the river below the dam.

I write to add some additional points.
First, this is a great spot from which to explore Tulsa, which has a LOT to offer! Everything listed is 30 minutes or less by car. See the Philbrook Museum, Circle Cinema Art House, Farmer's Market, and the amazing Gathering Place, which is a very different, very enticing, free attraction that brings to mind a very chic ski resort or premier national park lodge - FOR FREE.
And there's more: good food options, and the essential Greenwood museum in memory of the race killings here in the 1920's and destruction of "Black Wall Street." Don't miss the Woody Guthrie or Bob Dylan museums, or Guthrie Green across the street, which are in a restored arts district! The Botanic Garden is new and is a work in progress. Not much traffic. Good highway system. Lots to see and do, easily and without stress!
This campground is on the near side of the bridge over the Arkansas River and is a left just before entering the bridge. If you go over the bridge you will find Keystone State campground on the right - a DIFFERENT campground, with many facilities.
There is a blast of horn noise sometimes from the adjacent dam, but nothing significant.
The bathrooms are a bit tired, but the whole place is well maintained by helpful hosts Richard and Sue.

Fantastic ACOE campground. Clean, large, level sites that can accommodate any size rig at $25 nightly. Open year round. Each site has a grill, fire ring, picnic table, and lantern posts. Reservations only, through recreation.gov. Inside loop is full hookups. Outer loop is electric and water. 20 sites total. Dump station on site. In the middle of the inner loop is horseshoes, cornholes, and a playground. Decent bathrooms with showers. Up the hill you will find a brand new basketball court and a mile-long fitness trail. They’re in the middle of construction on the ‘catch and release pond’ for kids, but it’s up the hill and will not affect camping at all. This is a popular fishing destination. We never heard the dam alarm at site 11 towards the back of the park. Camp hosts were great and even brought us firewood! About 8 miles away is the town of Sand Springs restaurants, grocery, etc. Absolutely loved it here.

Overlooking a dam and easy access off highway. Camp host was very helpful. I fished with the boys for 3 hours!!! Dump is a drive up station. Water is 30 ft from rear of site... not joking. Dam alarm goes off periodically for 15 seconds 5 or six times in a row.

Only drawback was a LOUD siren at 7 AM that sounds five times for 15 seconds each
