No, it's not a 'campground.' And good luck if you do show up and hope to get a spot. After the rough trek up the hill, you'll be sad to have to just drive right back down. This once-special boondocking spot for the adventurous who were willing to do a little planning and effort to find it (and places like it) has been completely and utterly destroyed by social media/sharing. It's a complete zoo up there. Don't believe the reviews from a few years ago. Thanks to those, it's over.

No, it is first come first served. Best to arrive around 9 AM in the mornings, as people are packing up and leaving. But is it so worth it for the views up there.

No. The sites aren't even really marked. People just setup wherever you can find a spot. There are often more RVs than sites. You just have to go and hope to get a spot. We've been to 25 states and this is still my favorite spot.
