By max length, does that mean rear bumper of trailer to front bumper of truck, or is it just referring to RV length?

Yeah, I'm not sure where the 45' number comes from. My truck and travel trailer are over 55' hooked up, and the spot I stayed in didn't require any creative repositioning after unhooking the truck. My guess is there are turns in the park that a solid body over 45' would be unable to make.

They typically are referring to the length of the trailer, but I've stayed in this campground several times and I have a 27 ft Airstream. There are usually plenty of sites to choose from that will be accommodating.

There is room for trailer of stated length plus puller or toad. We stayed in a 25’ spot with a 25’ camper and full size F150. Not a lot of spare room, but it worked.

Trailer only. We're in a row with a 35 foot max with our 33 foot fifth wheel. Hitched we run 56 feet. We're unhitched and can park either on front or behind the RV. However, turning into the site was a close thing, with a big saguaro cactus to keep us honest. I'd say the size limits are about making turns rather than pad length
