Only giving 4 starts because a 5 star is for resorts(paved spaces, pool, etc, best of the best) but this place is definitely a well maintained, felt safe, will be returning spot! The photos of this park do not do it justice. We were pleasantly surprised when we arrived and got set up in our site. We had a large pull through site that fit our 45ft rig with the deck out+dually+extra vehicle, in the back by the dog area. All sites are gravel and level with several mature trees. Their laundry/restroom building being phenomenally clean along with their grass being watered with sprinklers made me feel like they truly cared about their place, and that says enough for itself. The bathhouse area was outdated as stated in a previous review, but don’t let that sway you, because I’ve never been to a campground bathhouse THAT clean! I told my husband to make sure I highlighted that in this review… outdated does not equal dirty. We used the laundry area which was spacious with a large table to fold clothes and chairs/table for waiting. The building is right next to the playground area so I just sat outside of it to watch my kids play while waiting on our laundry. Speaking of playground, we have had so much trouble finding campgrounds with good playground areas so we were very thrilled to finally have a campground with one—it’s central in the campground so there’s not a long trek for any campsite. Nothing but great things to say about this place! — also, we are suckers for little towns, and this one was very cute! If you have kids, make sure to take them to the city park just across the road from this campground (you can’t miss the big splash pad from the road😉!) My kids enjoyed every minute at this campground/in this little town.

Phillips RV Park has been in the family since the 1940s, but they have kept up with the times. We had a FHU, pull-in site, but we used electricity only, since we had water in the fresh tank and it was below freezing. It was easy to get into and there was plenty of room to get our little rig in and out. The park is neat and clean, and laid out conveniently. WiFi was quite good. There are lots of trees, the pads are a good firm gravel. Although there had been rain and snow before we arrived, sites were very stable. There was plenty of green space between parking spots, and there was a picnic table; I don't remember seeing a firepit, but I wasn't looking.
We made our reservation by phone - one place they have not kept up is with online booking - but it was easy, and they were ready for us when we arrived. Staff was friendly, competent, and had suggestions for the next leg of our trip. We enjoyed visiting with them.
While the park was pretty quiet, it is fairly close to a railroad track, but, in Southern Wyoming, I don't think there is a place that you are not boondocking that there is not going to be a train. The track is a block or so over from the park, so we heard the trains, but, astonishingly, I didn't hear a whistle until around 7 o'clock.
We are already talking about a trip back to Wyoming for some of the scenic drives, and this is a spot we have marked as a favorite.

Close-ish to the freeway so you'll hear some vehicle noise. There's a rail line that runs through town so you'll hear trains, but thankfully no horns.
This park is above Evanston proper so you don't have to contend with the big hill unless you're heading into town. There's a Pilot Travel Center with easy in and out access right before you get to the freeway on your way out.

$28 for tent camping with no water or electricity, $24 if you are good sams members. They have a drop box for late arrivals. Make sure you have exact change because you won't see the staff and when i stayed office was always closed.

Showed up around seven other people were in our spot. The staff couldn’t be found and wouldn’t answer the phone way too loud at night between the train and the interstate
And truck parked on streets in front. But clean and easy to get in.

Aside from the very wet and muddy spaces that you should expect in April, it was noisy with trains and cars in the area. Access was fine. Verizon was just 2 bars. I may return in the summer someday to see how the larger campground area is.

We only stayed one night and it appears that this is a decent campground considering all that is available (in our experience) on 80 in Wyoming is windswept with no trees. We never use the shower houses so cannot comment on the condition. I would rate this a 4 for most RV's. However our 44' with toad even in the daylight would certainly require concentration on all 4 corners.
We arrived after dark, and the office does not supply a map except for the one pasted on the door. Making navigation in the dark to a site, at least for me, a struggle. So I walked the campground. After 10 minutes or more, we took site 55 just inside the park, a nice back in where we had room to maneuver. It appears all pull through sites would require us at 68 feet to unhook the toad.
We did not hear any trains or traffic during the night in side the Bird.
ATT was 48.3 download, .95 upload.
Verizon was 39.7 download, 1.11 upload.
Travel safe.
