We stayed in Whitehorse on our way up to Alaska a month ago and they still had the free water fill, ice, and dump station with a gas fill-up. If you don’t buy gas they charge a minimal fee. The two way dump station is free if you make a purchase, $10 otherwise.
It is located on the south side near the propane fill up area. Potable water is located against the building, so pick that lane if you need water.
We talked with a local who said this place can be a zoo, especially on Sunday, since it is so convenient and the other dump station in town is not operating.
FourFeetFourPaws would use this facility again

Buy propane and/or gas and the dump/potable water is free. The dump is two sided but the water is on the opposite side against the building. So it's a bit of a hassle to maneuver around in the tight space of the service area.
TWO PEAS AND THE POD would use this facility again

“Good spot to dump in Whitehorse”

It's a free dump with potable water for fuel/propane customers or $5 for anyone else. We scouted it without our rig since we were in town sightseeing, and it would have been pretty tight getting our 33' 5th wheel into them (and there wasn't much clearance - not sure how high the overhang is, but taller rigs might not fit). We asked if we could fill and then come back the next day and still dump for free. They told us it was perfectly fine and gave us the impression that nobody was really checking. We came back to dump the next day, and nobody asked for proof of purchase or anything.
The dump is along side the fuel station behind the propane. You can drive around the building so you don't need to do a U-turn in the Integra Tire parking lot. Rigs can fit on both sides of the dump, but the potable water is attached to the building, so if you need that, pull in on that side.
If you see a line at the dump, I recommend driving in on the far side of the fuel station and looping around the back of the building. There is more space back there to wait in line. We dumped on a Sunday morning and didn't have to wait.
The potable water had a short, non-threaded hose attached, but you could remove it and attach a normal water hose. There were also two threaded black tank flush hoses near the dump.

Paid for everything inside on one tab and they said to help myself to a free coffee too!
Great experience!
