Do an online search for "Stationnement Bassin Louise VR - Port de Québec" to get location and a link to driving directions. There are auto parking lots to either side of the RV area, but when you arrive it will be very clear where the RV parking area is (by the other RVs being there).
It's run like a typical urban parking lot - you pay for a parking pass (from a machine on the lot) that's good for 24 hours from the time of purchase. If you want to stay another day then you need to purchase another ticket before or just when your first pass expires. There are no other choices on time period for RVs - you can only purchase 24 hour passes for $75.
The pass machine has a button for "English" so it's easy to understand and use, once you figure out how to use the buttons correctly (not that difficult - just go slow and read the instructions on the display carefully).
We have a trailer with tow vehicle (which the machine indicates is one RV), but the machine lets you enter just one license plate number. No instructions whether it should be trailer's license plate or tow vehicle's. Since we backed the trailer up against an edge of the lot, its license plate would not be showing to anyone patrolling inside the lot, so we entered our tow vehicle's license plate number and had no problems the 2 days we were there. However we did not take our tow vehicle out of the lot during the stay, if we had I think it would have been better to use the trailer's license plate number. Just guessing here as there was no guidance provided by the pass machine, nor the very nice police officer we met patrolling the lot who said it was an excellent question that she did not know the answer to. The machine prints a pass which we put on our tow vehicle dashboard - not sure where we would have put it had we gone out for a drive mid-stay.

There are actually power posts scattered around the perimeter of the lot but all seem to be disabled. There are also a lot of water spigots scattered around the perimeter of the lot - some work and some do not.
The RV lot is adjacent to a marina on one side (yes - fronts to the water just steps away from the edge of the lot), and to a modestly busy street on the opposite side. The two other sides of the lot are adjacent to car parking areas. The street leads to a large port grain or wood pulp facility in the nearby port area (on St Lawrence River) so there's truck traffic both day and night, plus an occasional train on the nearby tracks. It's not constant, but there are no truly quiet hours at night free of traffic noise - something like several vehicles (or trucks) every 5 or 10 minutes in the wee hours - on the street just adjacent to the parking area, and considerably more frequent during the day. Didn't bother us, but if you want or need quiet throughout the night then look elsewhere. The lot is also well-lit throughout the night, and at no time day or night did we feel unsafe. All the other campers were quiet and respectful. On our second night we could hear sounds of an outdoor concert taking place 1 or 2 Km away (not loud at the parking lot, but definitely audible), but it didn't go beyond 10:30 or so. We were also happily surprised by a nice fireworks show over the city from 10 to about 10:30.
We arrived at noon on a Wednesday and most of the space on the marina side of the parking lot was taken - not enough space for our rig. So we backed up against the other side of the lot (edge along the street - which was lightly occupied). Plenty of space for our 53ft total rig length, with plenty of space left over between us and the folks on the marina side - enough so that others could just pull in to the center area of the lot and park. Most of the lot is gravel but one corner on the street-side is paved, which is where we set up. Thursday mid-day there were noticeably more rigs on the lot but still plenty of space for more. Most people seemed to arrive mid-day, we saw only a few arriving later in the afternoon or evening.
So one is paying a substantial price for a space in an urban parking lot. It's all about location, location, location. Easy walking distance (took us no more than 15 minutes) to the very touristy old city area - yes it's mostly uphill so not easy if that's an issue. A major bike path with connections to all the other many bike paths throughout the city is immediately adjacent to the parking lot. We took advantage of the location for both the walking and biking, and had a very nice stay. If you want more of a quiet idyllic camping experience then you should look elsewhere.

“Excellent Location With Easy Access To Old Town. ”

We stayed 3 nights. Excellent location with easy access to walking and bike paths. This is a gravel lot but is well lit and plenty of room. Beautiful view of the marina and old town.

Parking lot was easy to find and clean. We have stayed in a similar site in New Orleans which was wonderful. New Orleans was clean, quiet and patrolled by the police station across the street. This site was disappointing. Only 1 small trash can for the 25 rvs parked there. Cost 70 with no services which we were fine with. Old Quebec City is in walking distance but it's a very steep uphill walk which takes about 15 minutes. Parking lot was brightly illuminated and extremely noisy all night due to trains, heavy traffic on road adjacent to the parking lot, and worst of all loud dance/party music till midnight at least. We only managed 6 hours sleep. We did not see any security. So if you go take eye masks, good ear plugs and lock your doors!

If visiting Quebec, this is a very easy place to get in to with any size rig.

Yes it’s just a gravel lot but check out the view!!!! I literally had a waterfront spot right beside to Old Quebec City! There is a beautiful waterfront trail, well-manicured with grass and trees that you follow to walk to the city. It’s not cheap but for the prime location, it’s worth it! Also the internet was smoking fast! No hoo... more
Yes it’s just a gravel lot but check out the view!!!! I literally had a waterfront spot right beside to Old Quebec City! There is a beautiful waterfront trail, well-manicured with grass and trees that you follow to walk to the city.
It’s not cheap but for the prime location, it’s worth it! Also the internet was smoking fast! No hookups so if you come in summer, check the weather first as there can be heat waves with high humidity.
I will definitely come back to this spot! It was quiet at night, the parking lot was completely litter free and there was a garbage bin and a recycling bin too!
Be aware that the 24 hour parking is literally 24 hours exactly and additional time can only be purchased in 24 hour increments.
There is an easy route in but larger rigs beware of possible construction in the city that may narrow certain roads.

The harbor is easy to get to. From the freeway, you take a large boulevard, then a few turns until you reach the parking lots. If you look at Google satellite map, you'll see where the RVs congregate. There are adjacent car parking lots there, as well, where people were parking to board the cruise ship.
You enter the lot, park wherever you want, then go to a pay machine to pay, and then put the receipt on your dash. The rates are $50. (Canadian) to park 6 hours, or $70. for up to 24 hours. They do take Visa. Hint- *You can't just push a button to select the 24 hour rate. The pay machine will start off with the 6 hour rate and you have to manually scroll the up arrow to get to the 24 hour rate*. There ARE some instructions in English on the pay machines.
There is a nice walking path that takes you around the marina and onto the waterfront side of Old Quebec. From there, you can explore the many quaint streets and buildings, shops and restaurants.
The 3 stars rating is because it's a parking lot in a really great location. It's not meant to be nice or quiet. It's a noisy harbor where you hear things like train cars connecting in the wee hours of the night. But, what makes up for that is the proximity to a most beautiful city. We appreciated parking once, then walking in a city where you would not want to take any sized rig onto most streets. Cities are usually difficult for us and we often avoid them as we don't have a tow vehicle. We very much appreciated that the City of Quebec allows RV parking.
Our Verizon signal was switched over to the local carrier but had full signal. Our Winegard Rayzar pulled in multiple TV stations, en Francais.
Our arrival time was around 1pm so we had until that time the next day. It was the perfect amount of time to walk into Old Quebec, take the Funiculaire, walk the Terasse Dufferin past the Chateau Frontenac to the Citadel, then on to dinner. The next morning, we walked back into town and explored some more. Since the parking lot itself was somewhat noisy, we wouldn't have wanted to stay longer. 24 hours for us was perfect. It left us with more to explore we go back.
