Are the Willow Springs Campsites still open or has construction started on the new UtahRaptor State Park? Thanks!

Just got here. It's$15/ night, tons of open space for camping... but no longer free. All new signs but the same spaces.

As of the time we were there there April 6th -April 10th there were no signs about the construction at all. There were no fee stations - it is still BLM free camping.
