Yes. Washington State Parks turns off water to sites at parks east of the Cascades by mid-October. A number of parks east of the Cascades are closed entirely because winter weather is not conducive to camping or there is too much risk of water freeze issues for pipes, and shower houses. They will leave water on in parks in areas of the state which are less likely to suffer from hard freezes over the winter, typically the parks located in coastal areas.

Yes, it was back when I was there and I would assume it still is. I would bring in your own water now through early spring.
