I followed the directions of the people who said to go north after exiting I-40. The road was HORRIBLE, with deep ruts, huge rocks, ditches. If you are in a Jeep, you might be OK. In an old van it was treacherous. I recommend going south and using the coordinates provided, but no need to travel that far. The road on the south side is pretty rough as well, and my GPS said it would take 38 minutes to go 9.3 miles. Instead, I stopped at a turn off to the right at approximately

I got leveled up pretty easily. I could see I-40 in the distance, but could not hear it from where I settled. Verizon cell is patchy, but useable. Lots of trees and some open space.
I suspect you can find other spots before getting to the coordinates given above, but after going north on such a horrible road, I was done with "exploring" and settled into a more than adequate spot.

This camp area is on State land. Over the years, I have never seen anyone from the State monitoring whether people have purchased an Arizona permit for camping on State land but the permit can be obtained online. The process is simple and the permit costs only $25. The roads have always been maintained and there are no washes that would limit the kind of vehicle you use to drive to the campground. Whoever wrote that review must have gotten lost.
Vehicles and RVs can access the campground. We've travel from Flagstaff to Vegas several times over the years. This campground provides an ideal place to camp. The camp sites are level. Over the years, we have camped here and seen only one other rig in this campground.
If you want to stay at the Fort Rock Road campground, take I-40 to the Fort Rock exit. If you are headed West, exit I-40 and turn right (North) at the stop sign. If you are headed East, exit I-40, turn left (North) and drive across the overpass. After exiting I-40, do not drive South.
The campground is North of I-40. Do not drive through the gate on your left but continue North for about 200 yards to an ungated "Y". Turn left at the "Y", drive another 40 yards to the next intersection and take the first right. The disbursed camping is the large flat area on your right. It is bounded on the South by a short, abandoned strip that a local said was built during WW II.

We could not cross the wash at less than a mile in. We have a Winnebago Solis. But I don’t think a sprinter 4x4 van would of made it either. Perhaps in a Jeep
