Yes, as long as they are on a leash of no more than 6 feet. Per Arizona state park rules which you may want to look at. There are some basic rules regarding pets, quiet hours etc. As far as i know all rules apply at all "AZ state" parks unless there is a regional restriction, such as whether fires are allowed.
