We made reservations on Recreaction.gov. I don't think during the week it would be necessary. We arrived in the 3rd week of May, and there were only about 7 or 8 spots taken. If you want to be safe, I'd make the reservation. They had a person at the entrance that oversees vehicles arriving and probably assigns you a spot, provided there are any available. I think you can pay right there at the entrance.
