Are these spots okay for tent camping? I plan to be there for the full 14 days.

Open grasslands, watch for cactus. You do share the massive area with a "gun range" although nowhere close, the area is also used by dirt bikes but so large that no one bothers anyone. The wind was really intense though. The closer to the entrance, the better the cell service. Use Google maps, watch for the easy to miss gate.

you drive down a dirt road and if you're not watching closely for the barbwire gate to get onto the land you would never see it. When you open the makeshift barbwire gate it's just more wide open 'empty' dirt land. In other words there is "NOTHING" for roughly the next couple of miles. if you continue down the dirt road after you go through the 'gate' it looked like a house off in the distance. Not someplace you'd want to spend an hour let a lone the night.
It must be used by the locals as a firing range, there were empty shotgun shells spewed all over in front of a few dirt mounds. Not a lot but enough trash, broken glass and other thinning left behind.
I know I was very disappointed after driving the distance to get there. I have a short video that I'll post here when I have the time, and figure out how to transfer it from my phone to my laptop and post it.
"Keep Driving" don't bother going here.
As for the 'noise' category below. It was very quiet, no one and nothing around.

Like others have said, this place is definitely used for target practice. So there’s a lot of debris left behind. It didn’t really bother us or impact or camping experience. You have to open a wire gate across the road to get in, which feels a little weird if you’re not used to those kind of sites. There are a few ruts on the road after you get in, but most people should be able to handle it if it’s not too wet.
There are a few spots that clearly make sense to pull off for camping, but you could probably make it work almost anywhere. We tried to pull into an area protected by some small hills because it is really windy out there. However, the wind seemed to be the only thing keeping the flies at bay, so maybe that was a bad idea. There are a ton of flies.

So the entrance to the dispersed campsite was closed during the pandemic so we ended up just pulling off on the side of the road and just sleeping in our car. It was nice- not a very busy road
DelightfulDank would stay here again

I've dispersed camp in the west side of Pawnee National Grasslands and wanted to share that these are in the south side of that area. It's mostly open grassland so can get windy. Both areas in my review were nestled into a bit of a rise so there's a little protection. Both areas can be navigated by most vehicles unless very snowy or wet. There are some ruts in the first location but they can be generally navigated around. I know ppl have expressed difficulty with determining where they can camp so I've enclosed a couple of coordinates for the two dispersed areas. Warning that both locations have been used for target practice. I've stayed numerous times and people are really good about being careful and generally leave when they see me camp - just a heads up though. I've not been woken up by any noise sleeping here. Also, I've included coordinates for both locations and a link to the usda site showing which roads you can camp on and drive down in the Pawnee National Grasslands in general.

The first location is: 40.656873,-104.595398
It is located on Forest Rd 500 which meets the east shoulder of Cty Rd 49
There's multiple sites located near a few trees that are on a hillock visible from 49
You have to open a barbed wire gate to get in so it's easy to miss as it looks like a fence not a gate but the road number and access information is on the gatepost. There's some houses in the not too far distance so not so isolated.
The second location is a little further northwest: 40.768037,-104.667047
It's a small pull in area nestled into a couple of little rises on the south side of Cty Rd 108 and it's west of CR 43 and east of CR 41
If you're coming from CR 43 it's before you cross the 2nd cattle guard and it's on the left.
There are houses (farms) nearby but you're out of view of all of them.
