All of the guests during my stay were friendly and quiet. Sort of a self check-in. Call the number on the sign at the gate when you arrive, and the really nice campground host (who lives across from the RV Park) will eventually come check you in and collect the fee. It's CASH ONLY, which I wasn't expecting, but worked it out.
I'd stay again.

Upon our arrival we were informed that as of 3-1-19 the price increased to $35. There is indeed full hook-ups (30amp only). There is also train tracks and a crossing literally along one edge of the very small park. Aside from the train blaring it's horn at the crossing 30ft away the site was relatively quiet after 7pm.
We were 1 of 3 people staying the night. Also you can see the cell tower from the site so coverage is great.
**Edit to add that the area overall has a "sewage" smell, it could be local cow farms or agricultural sites using fertilizer but regardless, on a warm day, it really stinks.

It’s just a grass lot next to the fairgrounds but it was nice enough that I sat outside for a little bit. It’s also a few minutes from a little downtown area that has some cute restaurants and 5-10 minutes from every big box store you could ever want.
There is electric and water and even sewer if you need it. Cell signal was fine. There were only 3 rigs there when we stayed. There was some noise and activity at the fairgrounds as they are setting up for some Halloween horror thing and an occasional train- but nothing that kept us up at night

This triangular shaped lot on the east side of the fairgrounds where N. Broadway turns is ringed with mostly dual 30 amp electrical posts with water and sewer hookups. (I think there may be some 50 amp posts too.) Except leading up to the summer fair and the January swap meet, there’s always room. Pay at the fairgrounds office (at Canal & Broadway) when they’re open or with the camp host at the NW corner of the lot when they are not.
Besides the hookups and garbage dumpster, there are no facilities or amenities. Two or three trains passed nearby overnight that constantly blew their horns (due to the nearby crossings) and a party at the fairgrounds ran to 10pm, but otherwise it was quiet on a Saturday night.
