We had no problem with this rest stop and using their dump station. It was locked but the employee happened to be right there so we didn’t have to go inside. It is on the left side of the exit ramp.

“Major hoop-jumping for "free" dump station”

The dump station is on the way out, with no way of coming back into the rest area (other than backing up, which I was able to do.) The only sign for the dump station is blocked by trees (and possibly a tractor trailer, if one is parked.) It is along the left side with the parallel big-rig parking.
See photo: those orange cones do NOT mean that the dump station is closed. Apparently, Louisiana wants your personal data, which is what these cones are for. When you go into the rest area station, they collect your zip code, then you need to go to the DOT building (separate) to ask to use the dump station. The employee will hand you a clip board asking for the date, your license plate number, your state, your name, and a description of your rig. The employee will then move the cones and/or unlock the dump port (if it has a lock; this one didn't.)
There is no cut in to the curb, so any spillage will just wash down into the parked big rig area. The non-potable water is a lever that is either on or off; it has a large, black ball on the end of the hose which keeps the water hose from going down into your sewer hose. There is a trash can. If the rest area is full, it might be difficult for a large/long rig to pull over far enough without backing up, but it is "free" (if you don't mind your information being collected and sold to ???) and right on the interstate. Other than the curb, it was not difficult for a single, disabled female to use.
The lady in the rest area building was not very nice, but the DOT employee was friendly and helpful. He didn't speak English, but we got it done.
If you plan to overnight here, know that it is right next to the interstate (very loud.)
