The road was pretty bumpy but we did fine with our 40 ft rig.

I was dreading this stop but it turned out magnificent. Unbelievable view toward the mountain - jaw dropping evening sun on the desert hillsides.
The road is not a problem for anything other than maybe some big rigs. Even there, a lady drove in later in the afternoon with a full horse trailer, no problem. It is smooth dirt, with some significant dips, but no rocks or chance of getting stuck. You can camp in the rest area if you want, but frankly that looked miserable, ugly and noisy. Get 1/4 mile out and you wont hear (much) the highway.
One warning - there is a LOT of very fine dust, so make sure you set up camp on the up-wind side and you will be fine. And you will carry a fine layer of reminder of this interesting place with you inside your rig for the rest of the year!

The highway noise was not too bad considering we were right next to it.

There is a bit of a dip on the other side of the cattle guard so you may want to check it out first. You can drive in about a mile and then there is another fence. That first mile is flat, hard packed dirt with a few bumps and rocks but we managed fine in our Ford Transit van. The road looked a little rougher on the other side of that second fence so we didn't go any further. There are sparse clumps of grass along the side of the road. There are no obvious established spots per se (no fire rings) but you can see where people have driven onto the grass so we picked a spot that was already trampled down. There are pit toilets at the rest stop. You could just stay at the rest stop but it was nice and quiet being off the highway and away from the trucks at the rest stop.

We stayed here for 4 nights in the July heat which was a bit bothersome at times, but this is Nevada, and 95 degrees is cool compared to some places. Entrance to the BLM land is in the NE corner of the Rest Area and can be a little hard to spot if you dont know where to look. There is a raised cattleguard at the entrance and the road is a bit washed out around it, so make sure you have the clearance to get back here.
The road in is a mix of loose sand and dirt, and hard packed dirt with some minor ruts along the way. This is BLM, so camp where you please, but we noticed by the flattened grass that most chose a site off to the left side of the road. There are about 6 areas/sites where people clearly have camped in between the rest area and the 2nd fence/cattleguard that is approx 1 mile in. Enter the hillside after the 2nd cattleguard at your own risk. 4x4 and high clearance are recommended if you decide to go in further. The area was very clean from what I noticed, less a few glass beer bottles which we packed out with us. Please pack it out, folks!
We camped about 3/4ths of a mile in and the highway noise wasn't too bad but we usually don't mind that stuff too much. Watch out for cow-pies as this Public Land is used for grazing by some local ranchers in the area. Only other thing I would beware of is Rattle Snakes. I never saw one, but did have one shake its rattler at me when I hiked up the road closer to the base of the mountains, and since I couldn't see it, I turned around. Just me though.
As for the location, it is BEAUTIFUL. 360 degree views of mountains and elevation. The sunsets are incredible, and the stargazing is other-worldly. We stayed during a time where 2 meteor showers coincided and it was absolutely breathtaking.
Would most definitely stay here again.

Absolutely beautiful views of snow capped mountains. Easy to get to and any size rig will fit. No ATT. Verizon was ok but not great. The road in could be impassable in heavy rain.
