We stayed 2 nights on the way to AZ in Oct. We didn't use the water hookups because it was very cold. There was a spigot that we used to fill jugs to put water in our freshwater tank. Took a lot of adjustment to get level. The lake was pretty and there was a wild horse on the beach.

This is a lovely park. We arrived without reservations and had no trouble finding a pull-thru, but there would have been dry camping space if we hadn't. The sites aren't the most level, but weren't unmanageable at all. There is fill water available in the park but none at individual sites. Each site had a fire ring, grill, and picnic table. The showers at the VC (the other shower house was closed) were clean with plenty of hot water. The Visitor Center was never open during our stay. There were several OATV channels available.
There are several pretty trails in the park itself, and lots of hiking opportunities nearby. Bluewater is situated almost equidistantly between Grants and Gallup, each with services and plenty to do. We hiked at Red Rock Park in Gallup and El Malpais National Monument in Grants.
We saw several people camped around and fishing in the lake, but we also saw algae bloom around some of the perimeter, so we didn't get in the water ourselves.
Critters spotted: wild horses, deer, hummingbirds, bluebirds, horny toad (at El Malpais)

If you are just passing through and need a place to stay for a night or a week, this is a great spot. It has all the usual amenities, i.e. showers, toilets, fresh water, & dump station. Plus it has a huge shore line open to primitive camping.
That's not what I was going for, so my experience was different. We ended up changing plans several times, but finally found a happy place.
Plan A:
We reserved Electric Site #4 for a spontaneous 3 day get-away. Upon arrival, it was clear why #4 was available on short notice. It was the most barren and uninviting site among all the other barren, uninviting electric sites. The camp design engineers had plenty of room at their disposal to develop an appealing campground. They chose a different approach. My guess is the cost of running copper cable dictated the site design. So plan on hearing your neighbors snore and good luck trying to take a leak outside.
Then the vicious, flesh-eating insects came out. (Chiggers?)
Plan B:
After one night, we searched for - and found several very nice non-electric sites. Problem was that all those that could accommodate a travel trailer were reserved. The dinky sites were "walkups".
Plan C:
We moved to the primitive, lakeside camping. Screw it. No one around; no one to object to a generator; nice view. Strong winds and lots of bugs (flies & midges), but none of the nasty, biting, burrowing things.
PROS:
Low price
Many sites with nice views
Lots of lakeside primitive camping
Easy access from I-40
Fishing is supposed to be good
Very safe
Clean showers and toilets
CONS:
Extremely vicious biting insects... (chiggers, no-see-ums??)
Electric sites are barren, ugly, and cramped
Limited services nearby - if you forgot something, plan on driving to Grants
Strong gusty winds
Can't keep the fish you catch (min 40" length)
Chiggers can be repelled with DEET and they are most prevalent after wet springs - which is rare in NM.

They don’t advertise this on their website, but it is in the confirmation email- after you’ve already paid. Unfortunately, we didn’t notice this rule in our email. After driving for 10 hours in bad weather, we arrived after 5pm only to find the gate locked. We had to park outside the gate for the evening. Luckily we had our generator because it was 22 degrees outside.
We never did make it in the park- we were only stopping for the night and left the next morning. I wouldn’t risk staying here again!

I had high hopes for this park, sadly this is not a happy camper. After driving 6 hours we arrived after the visitors center had closed, proceeded to the spot we had reserved 6 weeks prior, only to find a fifth wheel set up in our site. I walked to the camp hosts camper to ask what to do and he said he wasn’t the camp host, although the sign by his site said so. I had called to confirm our reservation and site number earlier in the day. We took the site next to the one we had reserved, which also had a reserved sign on it , Now I’m imagining some poor tired traveler pulling up late at night to find someone on their spot, which will be me. No cell service here so I can’t call about it, even if I had a number to call. AND the site is terribly unlevel, all the blocks we own won’t make our C class remotely level. Really disappointed.

My stay here is where my overall trip plans fell apart so I was not in a good head space, still I had a good experience here with the park, the facilities and the amazing location. I got there right as everyone was leaving from a holiday weekend so it was packed then almost vacant the next day. The road I took in from I40 exit 63 had some steep switch backs but the road was in good shape. Going through the town right before you enter the park the speed limit drops to 25. The dump station looked brand new. There was a large truck stop and a Walmart within 20-30 minutes from the park. I didn't really explore the upper end of the park but from what I could see it was nice. The spot I had was very large with no hookups $10 and right before a ramp that was used to access camping by the lake which cost $8 a night. Water+Power was $14. I enjoyed my stay here and wish I had planned on staying here longer.

There was no clear place to swim, at least for younger kids, although swimming was listed as an activity. My impression is it's one of those places with an almost everything goes stand.
Although not controllable, the bugs were the worst I've ever seen in my life. It just wasn't a win for us and to top it off we had no cell service.
