Overall Rating
It appears to be free and open, with working rinse water so it's a good deal. I'd recommend pulling well into the lot then loop around and head back towards the entrance before dumping. This avoids a tight turn to get out if pointing south.
UPDATE: When I swung back with my RV there were some city workers parked around the dump so it was difficult to access. They directed me to the city sewage treatment plant a few blocks east of there as the preferred dump location. When I got there the workers said there wasn't a dump at the plant. On my way out I stumbled across the Hitching Post RV Park which has an apparently free dump, if you can access it.
