Dry camping is available in a wide open parking area that is also popular with commercial truck drivers. Plenty of space to maneuver and keep some distance from other campers. They allow up to three complimentary nights for RVs. Just call the hotel security when you arrive and then they’ll send over a security officer to go over the policy. Slides out and a generator was not a problem to use. Security patrolled the area regularly. The lot is well lit with tons of street lights.
A couple items of note:
Across the boundary of the far southern end of the parking area is an industrial area and the beep beep beep of forklifts can be heard at all hours, so recommend not parking that far out of that bothers you. Also, the bushes surrounding the parking area has rats that are very active at night. Recommend parking towards the center of the parking lot to not be bothered by them. There are train tracks just east of the parking lot, but it wasn’t really a bother. None of these things are really the casino’s fault. Just things to be aware of.
Overall, I’d definitely take advantage of this location again if traveling through.

My rig is in fine shape, I didn’t put out slides, I came to have fun here and instead RV parking lacked any semblance of hospitality. The morning security man probably costs this casino a great deal of money, by being rude and acted as if I’m not a casino customer. ... well lit; felt safe. Easy to keep to yourself, other than “morning Roberto.” I’m sure it’s quite considerable the money this casino has lost due to these issues.

When you arrive, call Security (916) 408-8238 and they’ll send someone over to get your info, they’re very welcoming. To top it off, excellent Verizon signal. Did three laps around the enormous parking lot and got in 3 miles of walking. Not the most scenic but hey it’s FREE. Only downside is a train that occasionally comes through so not the quietest location either but not a dealbreaker for us. Will definitely return when passing through the area.

You can now stay a maximum of 3 nights over a 3 month period and no extension. Previously, you could stay 3 nights, one extension of additional 3 days. You would have to leave for at least one night, and could then return. No longer allowed!

Security came to us in order to get registered for 3 free nights. There is really no where else to boondock in the area so it is good for that. There are restaurants and bars in the casino which is nice and there are some trails nearby or ab1 mile trek around the parking lot for some exercise.

Stopped by casino security office to sign in, desk person could not find "the form" told me Don't Worry we tow after seven days and did not ask for any Rig Information.
Casino has several fair priced fast food outlets.
Lots of noise; industrial, Trucks, Trains.

It has security going around the whole night. You have to go to security office inside the casino to get your permit, they were very nice. The parking lot is huge so as long as you’re far away from the RVs that use the generator, you’ll spend a good night.

This was a convenient place to stay for 3 nights, but it was noisy, and sometimes smelly. There is a biomass plant at the back with machinery running 24/7 and trucks coming and going, idling 18-wheelers along the far side and even parking next to the RVs, and train horns right at the edge of the lot day and night. Depending on the wind, there was a stench of rotting biomass from the plant, or burnt diesel from the trucks. While I was there, there were about 20 RVs each night, but the lot is so big that there was plenty of room between them.
Search Google maps for "Thunder Valley Parking Lot 2", and it will take you right there. Ignore the "Casino" road signs - they take you around 3 sides of a square, probably to avoid congestion at the railroad crossing - and follow Google straight to Athens Ave and Thunder Valley Court. Go to the end of the road and enter the lot at or near the back.
The procedure is to find a spot to park, then call security at 916-408-8238. An employee will come and check the RV to ensure it is not a wreck and has current tags, then issue a pass to put in your window. He told me I could not renew the pass beyond 3 nights, but another camper told me you can get renewals if you show you are spending money at the casino.
Verizon 4G was reasonable, with 3 bars, -100 dB, 11 Mbps down and 12 up.
I used this as a base to visit Empire Gold Mine (a waste of time compared to other mines I've visited), the Marshall Gold Discovery Site (Sutter's Mill) and Sutter's Fort. I would have loved to visit the railroad museum, but there wasn't time in the 2 days allowed here.
I appreciate the free camping, and the news on the casino's website that they donate $1 million per year to local charities, the county hospital and Habitat for Humanity, but I don't think I could take all the noise again.

There's a free shuttle to the casino building as it's pretty far away. It was nice to walk around the building in the evening and there was food available there as well. Felt good to know that security was present too. Totally adequate dry camping spot for our needs.
